| Stelmach says environmental toll from oil sands is a ‘myth'
And with your name I'd expect you would know that France now primarily depends on nukes for power... So one rusting Russian plant -Chernobyl - means nothing. If it did, we would also not drive because one old car crashed once. And the rock of the Canadian Shield is an ideal place to store nuclear 'waste' until we learn how to process it further. How to be Generous Without Spoiling the Grandkids
When my children were younger, their grandparents in New York kept a scrapbook of their favorite comic strips to read aloud when the kids came to visit. Meanwhile, their Pittsburgh grandparents sent them copious clippings about the Steelers, the kids' favorite football team. Both sets of grandparents bought traditional presents as well, but it was those gifts of time and thoughtfulness that were most memorable. And that's worth keeping in mind this holiday season, when gift-giving by grandparents, well-intentioned and generous as it may be, can cause tensions on both sides of the generation gap. Spirit of giving. In a recent survey by AARP Financial, 79% of the grandparents said that their grandkids don't understand the value of a dollar. (And they often say the same about their adult children.

A long-kept Md. secret: interest-free college loans
Undergraduate and graduate students are eligible. There's no age limit. Recipients range from age 17 to 61. To qualify for a loan, you must apply for federal financial aid. You need to have a grade-point average of at least 2.0 on a scale of 4. And you must have a co-signer for the loan so that if you don't repay it, the co-signer would be on the hook. Central Scholarship will begin accepting applications for the 2008-2009 academic year in January. The deadline is May 31. For more details check out the nonprofit's Web site at www.centralsb.org. .
Disputed Accord in Student Loan Case
Department officials portrayed the settlement reached with the Nebraska Education Loan Network, or Nelnet, as a defeat for the for-profit company. They noted that they were declining to pay an estimated $882 million in additional reimbursement requests that the company has pending under the same loophole, and ending future payments on such loans to other lenders as well unless the lenders can prove, through audits, that they qualify for the funds. Nelnet officials themselves, too, took issue with the department’s finding but said they had settled the case to allow the company to move on. But Congressional and other critics accused the department of going soft on Nelnet and other lenders. They blasted administration officials for failing to fully follow the recommendation of the department’s inspector general, who contended in a September audit report that Nelnet should be forced to repay all funds earned through the loophole, though which lenders were paid a 9.5 percent government subsidy on a certain class of student loans.
Contractor loses La. scholarship account data dating back to 1998
BATON ROUGE, La. -- A Boston-based contractor hired to store and safeguard state scholarship and college savings account data lost most of those records _ including bank account numbers and student and parent Social Security numbers _ during a move, officials say. "We certainly don't want to create any panic. But people should be aware and take the necessary steps," said Melanie Amrhein, executive director of the Louisiana Office of Student Financial Assistance. "This is backup data off of a mainframe that contains sensitive personal information." Special equipment and software and "sophisticated computer skills" would be needed to get the compressed records from the TOPS scholarship program, START Saving Program, and Free Application for Federal Student Aid, according to a notice posted on the Internet.

Bill Graves: Costa Rica is billfishing paradise
Our first day was good, several "lookers" and four sailfish caught, but tune in next Saturday for some odd happenings and further excitement during my two remaining days fishing along the Costa Rica coast. Costa Rica is often referred to as the poor man's Hawaii. There's something to see or experience that will please and entertain every tourist. Sun and white sand beaches; rain forest tours featuring a wide array of unique birds, amphibians and mammals; wonderful fresh seafood and tropical libations with little umbrellas, and of course some of the finest saltwater angling in the world.
